Solar Energy
After the signing of the Joint Ministerial Decision on the conditions for installation of photovoltaic solar energy systems rated at up to 10 KW in roofs and on roofs of buildings and the installation of photovoltaic solar energy elements in unzoned areas, the way was opened up for the establishment of private enterprises and new forms of power Photovoltaic Solar Energy Systems. Simple installation procedures, and 55 cents which the owner will get from the electricity company (DEI) of any photovoltaic "solar" kWh which the power system will produce, compared to about 11 cents / kwh, which house owners currently pay to the electricity board for electricity consumed are the two major strengths of the new program.
The possibility of installing solar is not limited to the terraces and roofs of houses (there are solar panels that can be installed on rooves). For the installation of solar on rooftops and on the rooves of buildings no building permit is required, only small-scale permit. It should be clarified that the siting of solar systems may not be sited in areas that are classified as:
- Monuments of the World Cultural Heritage
- Areas under the absolute protection of nature
- Nuclei of National Parks
- Habitat areas are included in the Natura 2000 network,
- Forest and agricultural land of high productivity
- Areas subject to special arrangement of land uses, which does not allow the siting of facilities to exploit solar energy.
Individuals (non-traders) and individuals or legal persons trading as small businesses have a right to membership of the Programme, who are owners of the premises where the solar system will be installed. In the case of photovoltaic solar systems in public areas of a building, a single system may be installed.
Owners of block properties must be represented by the warden of the property with agreement of all the other owners granting the use of space shared by others to take part in the Programme. A prerequisite for membership in the Photovoltaic Solar Sytem Programme is a link consumption of electricity in the building in which the system is installed.
Furthermore, when the property has solar installed used for housing, essential part of the thermal needs of the building for hot water to cover by using renewable energy (eg solar thermal, solar water heaters). Meeting the needs of the building thermal (heating - cooling and hot water) are equally important and each would have to take into account the context and the energy rating of the building will affect its value.
In any case, the heater system for converting solar radiation into useful heat is a necessary component in improving the energy situation of the building and that its existence will be a prerequisite for the integration of Solar Energy installation in the Programme.
